MINUTES OF SPECIAL MEETING

April 17, 2009

The Larchmont Public Library Board of Trustees Subcommittee met on April 17, 2009 at 9:30 AM. Present were Board Chair Miriam Curnin; Trustees Pamela Dubitsky, Maureen LeBlanc, Joan Macfarlane, John McGarr and Carolyn Parlato,; architect Richard Hein;Dominic Calgi and David Chen from Calgi Construction; John OMalley and Library Director Diane Courtney.

The group received calculations from Calgi Construction.One set of calculations demonstrated the reasons for the cost increases in this project.

The Board then received a summary from Calgi Construction that summarized the work of Richard Hein, engineers Kevin Miley and Werner Tietjen, in trying to keep the scope of the work within the $1.5 million range, as the Board had directed.

It was the recommendation of the group that the Village Center work be bundled with the library project, with one building permit and one CO.

In addition, the Board agreed to eleven value-engineering and deduct -alternate choices that would keep the costs down.In addition, the Board was presented with five other options that would significantly affect the design of the building.After much discussion, the most feasible option seemed to accept the bump-outs on both floors.Trustee McGarr asked Calgi to provide an estimate for the cost of doing a straight-across bump-out, which would increase the number of square feet to be added.

Therelocation of the elevator and the impact of doing so was discussed.As the proposed relocation would eliminate the current handicapped restroom, which would have to be rebuilt elsewhere, and would necessitate other changes, including a more expensive two-door elevator the Board chose to leave the elevator in the original site.


Even with these changes, the opinion of Calgi is that this project will come in above the $1.5 million threshold that triggers multiple prime contractors in accord with Wicks law.The alternative to Wicks is to seek a Project Labor Agreement. Domininc Calgi explained the PLA and the Board discussed it further and tabled any decision regarding this until further research is done.

The Board thanked everyone for their good work and the meeting was adjourned at 1:30 PM.

The next special Meeting of the Library Board Subcommittee will be, April 24 at 9:30 AM.
