MINUTES OF MEETING

SEPTEMBER 9, 2009

The Larchmont Public Library Board of Trustees met on September 9, 2009 at 6:30 PM. Present were Board Chair Miriam Curnin; Trustees David Birch, Pamela Dubitsky, Maureen LeBlanc, Joan Macfarlane, John McGarr, and Carolyn Parlato; Friends of the Library Liaison Harriet Kline and Library Director Diane Courtney.The Board welcomed William T. Dentzer, Jr., former Chair of the Board of Trustees who is assisting with labor negotiations.

The Board convened into Executive Session at 6:35 PM to discuss personnel issues. The regular board meeting reconvened at 7:20 PM.

The Board reviewed for approval the minutes of the Board meetings of June 10, June 12, June 23, July 7, July 28 and August 20 upon motion of Trustee Macfarlane, seconded by Trustee Parlato. The minutes of the Board meeting of June 10, July 7, July 28 and August 28 were approved as presented; the minutes of June 12 and June 23 were approved as amended.

Friends Liaison Harriet Kline noted that the Board of the Friends hasnt yet met this year due to the late start of the school year; the first meeting is scheduled next week.However, the Friends are launching their Sunday programs withauthors Nassim Taleb on September 13 and AliceEve Cohen on October 4.On October 18, M&M Productions will present Neil Simons The Good Doctor, and author Alec Wilkinson will speak about his book about Pete Seeger on November 8.The Friends have also been working on revamping their website.The Board thanked Ms. Kline and congratulated the Friends on their strong and ambitious programs.

The schedules of bills dated August 4, August 25 and September 9 were reviewed and unanimously approved by the Board upon motion of Trustee McGarr, seconded by Trustee LeBlanc after a short discussion.

Board Chair Curnin provided an update on the Childrens Room Renovation. Final construction documents are due at the end of the month. The new electrical service is nearly complete.The Director reported on a meeting shed had with the Village Board about the project.The bid for the new fire alarm is out, with the bid opening scheduled for September 17.A special Library Board meeting will be needed to award the bid, and after discussion September 30 was chosen.

The Board received details of two computer printers that are surplus to the needs of the Library and have a monetary value of $0.Upon motion of Trustee Parlato, seconded by Trustee LeBlanc, the Board unanimously approved the discard of this equipment.

The Board received a request from Mamaroneck Public Library District for financial assistance for the digitization project for the newspaper, Daily Times, 1936-1979.The cost of the project is $89,000. Although the Larchmont Public Library does not own those years of the Daily Times, the Director said that the Reference staff has indicated that there are few requests for it. Also, Mamaroneck does not have the right to distribute copies or to mount it on the web, as it had originally hoped to do.After a lengthy discussion, the Board concluded that, at this time and in this economic climate, when every expense must be carefully scrutinized, the final costs of the building project are not yet known, and donations are flat, it must regretfully decline to participate in any additional projects.

The Director requested that the Board approve the closing of the Library for the following dates: April 4, 2010 (Easter); May 9, 2010 (Mothers Day) and Saturday, July 3, 2010 (the library will be closed Monday, July 5 in observation of the holiday and is closed Sundays in summer). Upon motion of David Birch, seconded by Joan Macfarlane, a brief discussion ensued and the Board voted unanimously to close those dates.

The meeting was adjourned at 8:50 PM.

The next special meeting of the Board will be 6:30 PM on September 30. The next regular meeting of the Board will be 6:30 PM on October 14, 2009.
