Minutes of Meeting
October 13, 2010

The Larchmont Public Library Board of Trustees met on October 13, 2010 at 6:30 PM. Present were Board Chair Miriam Curnin; Trustees David Birch, Jennifer Jordan Conley, John McGarr, Maureen LeBlanc and Joan Macfarlane; Friends of the Library Liaison Harriet Kline, and Library Director Diane Courtney.

The meeting was called to order at 6:40 PM. The Board congratulated the Library Director on her fifteen years of service to the Library and commended her for her performance. The Director thanked the Board for all its excellent and distinguished work.

The minutes of the Board meeting of 9/14/10 were unanimously approved as amended upon motion of David Birch, seconded by Joan Macfarlane.

The schedules of bills dated 10/6/10 and 10/13/10 were unanimously approved upon motion of John McGarr, seconded by Maureen LeBlanc. The Board received the performance report dated 10/6/10. In response to questions about decreases in year-to-date figures, the Director reported that reversals from the last fiscal year were not made until September this year: Trustee McGarr agreed to speak with the Village Treasurer for further details.

Harriet Kline reported the program on sports injuries attracted 45 people. While that number would be respectable for a Thursday evening, it is even more remarkable given the horrific storm that night. She also noted that the Friends Board is not due to meet until November, and outlined the four Sunday afternoon programs planned for late October through early December. On October 24 there will be a program on the lyrics of Bob Dylan. On November 7, author Jonathan Tropper will present a reading from his latest book, and on November 14, author Eric Pooley will speak about climate change. M&M Productions will present the play Jakes Women on December 5. In addition, Wendy Raso is planning Larchmonts first-ever StoryWalk in November: local merchants will display pages of a childrens book in their windows, and families will follow a map to read the story. She and Rebecca Eller are enthusiastic about the program, which has been done in other places. The Board thanked Ms. Kline for her report.

The Director reported that the public seems very pleased with the new Childrens Room and discussed some of the numerous details that still need to be addressed.

The Board then turned its attention to the request from the New York State Education Department, Division of Library Development, that the Charter of the Larchmont Public Library be amended. The Director reminded the Board that this request had been discussed in May, and that all libraries with older charters are being asked to make this change, which largely consists of inserting the words to serve the residents in some fashion into the charter. Our regional representative had agreed, in May, that action on this could be postponed until autumn: she has since left DLD and her successor as our regional representative has retired!

Upon motion of David Birch, seconded by Maureen LeBlanc, the Board unanimously approved the following resolution:
Resolved: That in accordance with a request from the New York State Education Department, Division of Library Development to clarify the Larchmont Public Librarys chartered service area, the absolute charter granted to the Larchmont Public Library, Larchmont, New York on October 28, 1926 shall be amended to specify that the Library is established to serve the residents of the Village of Larchmont in lieu of the current language to be located in the Village of Larchmont and that this resolution be forwarded to the Board of Regents of the University of the State of New York petitioning such action.

The meeting adjourned at 8:25 PM. The next regularly scheduled meeting of the Board will be November 10, 2010.
