MINUTES OF SPECIAL BOARD MEETING
JULY 14, 2016
The Larchmont Public Library Board of Trustees met on July 14, 2016 at 6:45 p.m., attended by Board Chair Pamela Dubitsky (PD), Trustees Jennifer Conley (JC), Barbara Liptack (BL), John McGarr (JM), Maureen LeBlanc (ML), Lauren Gottfried (LG) and Lynette Tse (LT), Town of Mamaroneck Liaison Ernie Odierna (EO), Village of Larchmont Liaison Carol Miller (CM), Friends Liaison Sophia Bernstein (SB), Library Director Laura Eckley (LE), Librarian Liam Hegarty (LH) and Staff Assistant Ryan Madonna (RM).
Board Chair PD called the meeting to order at 6:48 p.m.
Board Chair PD welcomed new Library Trustee LT to the Board and appointed her to the Library Finance Committee.
The Board reviewed and unanimously approved the Minutes of the Board Meeting of June 8, 2016.
Committee Reports
Finance and Budget Committee
Schedule of Bills: The Board reviewed and unanimously approved the Schedule of Bills dated 7/8/16.
The Board unanimously approved Trustee JM to authorize bill payments over the summer, with the expectation that the Board will review these payments at the September meeting.
Building and Grounds
Transformation: PD and LE discussed the progress of the Transformation project, mentioning that the project was on schedule and that the projected Grand Opening was targeted for the Big Truck Day event.
LE reviewed in detail change orders for the Transformation Project. The Board unanimously approved change orders totaling $67,000 and allocated an additional $75,000 towards the project from the Library’s Building Maintenance Fund. The Board reviewed the funds for the Transformation Project. JM made a motion, seconded by ML, to approve the following resolution, which the Board then passed unanimously:
Resolved, that the Board directs the Village of Larchmont Treasurer to move $175,000 from the Library Unrestricted Trust to the Library Transformation Fund.
Children’s Room Renovation Project: LE reported that the window replacement project is now complete. JM made a motion, seconded by LG, to approve the following resolution, which the Board then passed unanimously:
Resolved, that in order to close out the replacement of leaking windows installed during the 2009-10 renovation of the Larchmont Public Library Childrens’ Room and the Village of Larchmont Village Center, the Board hereby directs the Village of Larchmont Treasurer to move $15,000 from the Library Building Maintenance Fund to the Library Capital Fund for the Children’s Room Renovation.
Building Equipment: LE presented a proposal from 3M to replace the library’s self-check machine at a cost of $10,470. The Board unanimously approved the purchase.
Board Chair Dubitsky adjourned the meeting at 7:56p.m. The next regularly scheduled meeting of the Board will be held on September 14, 2016.
