Minutes of Meeting

April 13, 2022

The Larchmont Public Library Board of Trustees met on April 13, 2022, attended by Library Board Chair Lauren Gottfried (LG), Library Board Trustees Barbara Flickinger (BF), John McGarr (JM), Celeste Sharpe (CS), Linnet Tse (LT), Town of Mamaroneck Liaison Sabrina Fiddelman (SF), Friends of the Library Liaison Jennifer Rabina (JR), Library Director Laura Eckley (LE), Library Head of Reference Liam Hegarty (LH) and Library Staff Assistant Janet Regan . Library Board Trustees Galit Lopatin Bordereau, Barbara Liptack and Village of Larchmont Liaison Dana Post and were absent.
Board Chair Lauren Gottfried called the meeting to order at 6:45pm.

Minutes

The Board unanimously approved the minutes for the 3/9/22 Library Board Meeting.

Friends

JR reported on the success of the Friends Trivia Night which was sold out. JR further reported that the FOL had approve a grant to the Library for $32,000 to support the restoration of the Lower Level. LG announced that the FOL and Library would be holding a joint Open House to celebrate the restoration and reopening of the Lower Level on Sunday 5/15 at 4pm.

Committee Reports

Schedule of Bills and Performance Report: The Board unanimously approved the schedule of bills and additional list of bills dated 4/13/22.

Building and Grounds

Following discussion and upon the recommendation of LE the Board voted unanimously to approve a renewal of the Library’s service contract with HVAC provider Atlantic Westchester.
LE updated the Board on the progress of the Lower Level restoration including: installation of new shelving is complete, books will be unpacked and restocked shortly, and furniture for the Reference Office is installed.

Director’s Report

LE updated the Board on the status of Library services including the reopening of the Library coffee bar, the reinstallation of LMCTV’s digital display and the resumption of art exhibits in the Oresman Gallery. LE further reported on the return of in person movies and Great Courses Discussion series, the completion of the Library’s annual window cleaning and upcoming programs. Upon the recommendation of LE the Board voted unanimously to approve the hire of part time Librarian Caroline Cunningham at an hourly rate of $30.33 effective March 18, 2022.

Additional Items

LE reported that the Library’s CSEA unit has voted to approve a Memorandum of Agreement with the Library. JM made a motion, seconded by BF, to approve the following resolution, which the Board then passed unanimously:

WHEREAS, the Larchmont Public Library (the “Library”) is a party to a collective bargaining agreement with the Civil Service Employees Association, Inc, Local 1000, AFSCME, AFL-CIO, Westchester Local 860 (the “CSEA”) covering the period June 1, 2019 through May 31, 2022; and

WHEREAS, authorized representatives for the Library and the CSEA negotiated a successor agreement which was set forth in a Memorandum of Agreement covering the period June 1, 2022 through May 31, 2023 (the “MOA”); and WHEREAS, the membership of the CSEA has ratified the MOA; now, therefore, it is RESOLVED, that the Library Board hereby ratifies the MOA between the Library and the CSEA covering the period June 1, 2019 through May 31, 2022.

Following discussion and upon the recommendation of LE the Board voted unanimously to close the Library on Saturday July 2, 2022.
