May 11, 2022

The Larchmont Public Library Board of Trustees met on May 11, 2022, attended by Library Board Chair Lauren Gottfried (LG), Library Board Trustees Galit Lopatin Bordereau (GLB), Barbara Flickinger (BF), Barbara Liptack (BL), John McGarr (JM), Celeste Sharpe (CS), Linnet Tse (LT), Village of Larchmont Liaison Dana Post (DP), Library Director Laura Eckley (LE), and Library Staff Assistant Janet Regan . Town of Mamaroneck Liaison Sabrina Fiddelman and Friends of the Library Liaison Jennifer Rabina were absent.
Board Chair Lauren Gottfried called the meeting to order at 6:45pm.

Minutes

The Board unanimously approved the minutes for the 4/13/22 Library Board Meeting.

Friends

LG reported that the FOL Cocktail Party and Open House for the newly restored Lower Level will be held on 5/15. LE state that the FOL Annual Meeting is 5/24 at 7:30pm.

Committee Reports

Schedule of Bills and Performance Report: The Board unanimously approved the schedule of bills and additional list of bills dated 5/11/22.
Following discussion JM made a motion, seconded by LT, to approve the following resolution, which the Board then passed unanimously:

Resolved, that the Board of Trustees (“the Board”) of the Larchmont Public Library (the “Library”) hereby directs Village of Larchmont Acting Treasurer Mary Lou McClure to fund the Library’s Capital Project for Flood Restoration with $5,000 from the Library’s Restricted Trust as such funds were donated for the specific purpose of restoring the Library’s flood related damage.

Resolved, that the Board of Trustees (“the Board”) of the Larchmont Public Library (the “Library”) hereby approves the consolidation of the Library Operating Account with JP Morgan Chase ending in 0186 with an approximate balance of $54,616 with the General Fund Account with JP Morgan Chase ending in 8650, and instructs the Acting Village Treasurer Mary Lou McClure to take the necessary steps to close the existing Library account and to continue to maintain separate books of record for all the Library transactions.

The Board voted unanimously to approve LG to review and approve bills related to Library Capital Projects between the May and June 2022 Library Board Meetings.

Building and Grounds

LE reported that the Lower Level is now completely restored and that all books and furniture have been moved back into the Lower Level. The Library Board voted unanimously to approve a change order from Renu related to the restoration of the lower level in the amount of $14k.

Director’s Report

LE updated the Board on upcoming plans for the Library’s Summer Reading Games in each department. LE further reported on 1) upcoming programs including a story time series for children facilitated by CURE, 2) grant applications to support STEM programs for teens and a history program for children and 3) miscellaneous building maintenance.

Additional Items

Following discussion the Board voted unanimously to approve an updated Family Medical Leave Policy for Library Staff.
The Board voted unanimously to enter into Executive Session to discuss personnel issues at 7:20p.m. The Board voted unanimously to exit Executive Session at 7:31p.m.
The Board voted unanimously to approve management salaries for Fiscal Year 2022/23 and additional compensation for staff related to Fiscal Year 2021/22.
Meeting adjourned at 7:34pm
The next scheduled Board Meeting will be held on June 8, 2022 at 6:45pm.
