Minutes of Meeting

November 9, 2016

The Larchmont Public Library Board of Trustees met on November 10, 2016 at 6:45 p.m., attended by Board Chair Pamela Dubitsky (PD), Trustees Jennifer Conley (JC), Lauren Gottfried (LG), Maureen LeBlanc (ML), Barbara Liptack (BL), John McGarr (JM), and Linnet Tse (LT), Town of Mamaroneck Liaison Ernie Odierna (EO), Library Director Laura Eckley (LE), Head of Reference Liam Hegarty (LH), and Staff Assistant Ryan Madonna (RM). Village of Larchmont Liaison Carol Miller (CM) and Friends Liaison Sandy Bernstein (SB) were absent.
Board Chair PD called the meeting to order at 6:49 p.m.
The Board reviewed and unanimously approved the Minutes of the Board Meeting of October 13, 2016.

Friends of the Larchmont Public Library Liaison Report

LE reported that the Friends Annual Scarecrow Fest was once again a successful event with over 40 scarecrows erected on the Library lawn. PD thanked Wendy Raso, who has successfully run the Scarecrow Fest for 6 years. A screening of the film “Larchmont”, co-produced by residents Ben Zuckert and William Seife, has been added to the Friends Fall calendar (12/18).

Committee Reports

Schedule of Bills and Performance Report: The Board reviewed and unanimously approved the Schedule of Bills dated 10/17, 11/2 and 11/9. The Board approved the Performance Report dated 11/2/16. ML reported on the draft library budget for FY 2017/18. The Finance Committee held a preliminary budget meeting with officials of the Town of Mamaroneck in late November, and will hold a preliminary budget meeting with officials of the Village of Larchmont in January.

Transformation

LE reported that MVM and Library Interiors continue to complete punch list items. LE further reported that the new self check machine has been installed, Library Interiors delivered tables for the tutor and conference rooms and the automatic door openers have been installed.
ML made a motion, seconded by LT, to approve the following resolution, which the Board then passed unanimously:

Resolved, that the Board of Trustees of the Larchmont Public Library (the Board) hereby confirms to Denis Brucianni, Treasurer of the Village of Larchmont (the Treasurer) its approval of the transfers authorized on 10/17/16 by Library Trustee John McGarr to 1) transfer $225,000 from the Library Building Maintenance Fund and 2) transfer $150,000 from the Library Surplus Fund to the Library Transformation Fund.  And further resolved, that the Board hereby directs the Treasurer to transfer $36,000 from the Library Building Maintenance Fund to the Library Transformation Fund in order to pay invoices related to the Transformation Project, with such invoices ultimately to be funded through New York State grants once they are received.

Building and Grounds

LE reported that the Village of Larchmont has requested that the Library repaint the Village Center in order to restore the room to the condition it was in prior to being used during the renovation as a temporary library facility, and that this work has been scheduled.

Director’s Report

LE reported that Teen Librarian Kim Larsen (KL) conducted a full day of teen programs in The Loft on Election Day with excellent attendance and that KL also led a team to a 3rd place finish in Westchester County’s Battle of the Books. LE further reported that Children’s Librarian Linnea Moosmann’s team of 3rd-5th graders also participated in the Battle of the Books. LE commended the Library Staff for their work selecting books for the Library’s Annual Holiday Gift Guide and stated that she and Mamaroneck Library Director Susan Riley would once again be taping a show highlighting book suggestions for LMC-TV.
Board Chair Dubitsky adjourned the meeting at 7:55 p.m.  The next regularly scheduled meeting of the Board will be held on December 14, 2016.
