Minutes of Meeting

October 13, 2021

The Larchmont Public Library Board of Trustees met on October 13, 2021, attended by Library Board Chair Lauren Gottfried (LG), Board Trustees Galit Lopatin Bordereau (GLB), Barbara Liptack (BL), John McGarr (JM), Celeste Sharpe (CS), and Linnet Tse (LT) Library Director Laura Eckley (LE), Library Head of Reference Liam Hegarty (LH) Library Staff Member DJ Brucciani (DB) and Friends of the Library Liaison Jennifer Rabina (JR). Trustee Barbara Flickinger (BF), Village of Larchmont Liaison Dana Post (DP) and Town of Mamaroneck Liaison Jeffery King (JK) were absent.
Board Chair Lauren Gottfried called the meeting to order at 6:45pm

The Board unanimously approved the Library Board Minutes for 7/14/21 and 9/9/21.

Friends

JR reported on upcoming FOL programs from November 2021 through January 2022.

Committee Reports

Schedule of Bills and Performance Report: The Board unanimously approved lists of bills dated 10/12/21 and 10/13/21.
LE reported that the Finance Committee has completed a preliminary draft of the FY22/23 Library Budget.

Building and Grounds

LE reported that the HVAC Project has punch list work and glycol replacement remaining. LE further reported that the written 5 year plan Lothrop Associates has been working on is now on hold due to damage to the lower level. LE gave a detailed report on the progress of restoration of the lower level including an update on the Library’s insurance claim, work done to date and proposals for restoration.

Director’s Report

LE updated the Board on current Library services. On the recommendation of LE the Board unanimously approved restoring Thursday evenings until 7pm in the Children’s Room effective 10/21/21. LE reported on plans to hold some in person, indoor programming starting in November based on criteria created in cooperation with other Westchester County Library Directors. LE further reported that Ebook and Eaudio circulation continues to climb and is approximately 80% higher than pre pandemic and that circulation of physical materials is returning to normal in most categories.  LE stated that interviews for a Senior Clerk are underway to fill a recently vacated position.

Additional Items

After discussion the Library Board unanimously approved amendments to the Library’s Code of Conduct and Unattended Child Policies. LG thanked BF for her extensive work on the Policy Committee. After discussion and as required every five years by NYS, the Library Board unanimously reconfirmed the Library’s Bylaws without amendment. It was noted by LG that the Library Bylaws mention a Board Secretary and Treasurer, however the secretarial duties are performed by a Library staff member and the Treasury duties are performed by the VOL Treasury Department.
